The Bundesministerium für Bildung und Forschung is Germany's primary federal agency for science and education funding, disbursing the largest single national research budget in the European Union. It drives the national High-Tech Strategy that coordinates public and industrial R&D across priority fields including artificial intelligence, quantum computing, and green hydrogen. BMBF created the Clusters of Excellence program in partnership with the German Research Foundation, reshaping the competitive landscape of German universities into a small number of heavily resourced research powerhouses.
